New Hampshire state law does not require minimum car insurance as long as you are “able to demonstrate that you are able to provide sufficient funds to meet New Hampshire Motor Vehicle Financial Responsibility Requirements in the event of an “at-fault” accident.”
If you can’t demonstrates means, New Hampshire requires minimum Bodily Injury Liability limits of $25,000 per injured person up to a total of $50,000 per accident, and Property Damage Liability coverage with a minimum limit of $25,000.

Virginia state law does not require car insurance. Instead, a driver may elect to forgo insurance and instead pay an uninsured motor vehicle fee. That fee is currently $500 annually, and doesn’t provide any insurance protection.
If a driver elects not to pay the fee, then Virginia requires minimum Bodily Injury Liability limits of $25,000 per injured person up to a total of $50,000 per accident, and Property Damage Liability coverage with a minimum limit of $20,000.
